The Bank Notes Trouble.
There have been quite a number of money-changers and shop- -keepers before the police authorities lately for demanding & dis- -count on the local bank-notes. In many places still there are two prices for goods, one in notes and the other in silver, and in this way they get over the police difficulty. Shopkeepers do not refuse to accept notes, but they ask for silver and will not take paper money if silver is to be got, while it is very difficult to get notes changed at all, everyone pleading a scarcity of silver. Examples are being made whenever the police authorities get a chance and a well-known merchant was heavily fined the other day.
